Albay Rep. Joey Salceda would have his way, he would have the DILG (Department of Interior and Local Government) to withdraw its directive prohibiting tricycles from plying national highways.<br />

“The ban is extremely unjust and it fails every test of reason, data-driven logic, socioeconomic justice, and local autonomy…And like all regulations that do not take into account actual human experience, it will fail massively,” said Salceda, referring to DILG Memorandum Circular 2020-036.<br />

Enforcing the ban on tricycles and pedicabs on highways and other main roads requires a large dose of political will and collective action among local government officials in the Philippines.<br />
<br />
The DILG has released Memorandum Circular 2020 – 036 which bans tricycles, pedicabs, and motorized pedicabs from plying national highways. According to DILG Secretary Edgardo Año, the new M.C. is also part of the recent road clearing operations spearheaded by the agency.<br />
<br />
RA 4136 was intended primarily as a safety measure to prevent vehicular accidents. As such, the law was tailored without necessarily taking into account the particularities of the transport situation in places like Puerto Princesa City that are completely reliant on tricycles as its main mode of public transport.<br />
<br />
A National group of tricycle operators and drivers is calling on the Department of the Interior and Local Government (DILG) to review its order banning tricycles, pedicabs and motorized pedicabs from national highways and major roads.<br />
<br />
Ariel Lim, president of the National Confederation of Tricycle Operators and Drivers Association of the Philippines (Nactodap), said the DILG has to coordinate with local government units (LGUs) first.<br />
<br />
Some tricycles were holders of franchises from the city government and these covered routes that were previously classified as local roads but were, in recent years, converted into national roads.<br />

Those that fail to follow the new M.C. will be warranted with a show-cause order. Failure to provide a sufficient response shall be ground for the filing of appropriate administrative cases pursuant to Section 60 of the Local Government Code and other laws and policies. The MC also orders that the Philippine National Police (PNP) to help local leaders enforce the said ban.<br />

Under the same M.C., the DILG also urged cities and municipalities to create a tricycle task force separate from the tricycle regulatory boards in order to formulate and review the tricycle route. The task force will be composed of the Mayor as chairman, the chief of police as vice chairman, and the Sanggunian committee chair on transportation or public safety, the president of the Liga ng mga Barangay, the head of the tricycle regulatory board, the head of the Department of Public Order and Safety, the planning and development officer, the head of the traffic management office, and the local government operations officer as members.<br />
<br />
The installation of appropriate signages, marks for lanes and other safety features to guide all vehicles must also be detailed in the plan as well as create awareness among residents and motorists of new tricycle routes or portions of highways allowed to tricycles because of lack of alternative route; a color scheme or emblem for tricycles that ply a route traversing a national highway; and penalties for violators.<br />
<br />
The plan should include a schematic map of the location of tricycle terminals, the national highways of the LGU and the portions thereof to be used by tricycles if there is no alternative route.<br />
<br />
The task force is tasked to meet with stakeholders in order to rationalize all tricycle routes as a way to better enforce the ban, identify national roads within the jurisdiction of the LGU, and determine the present and proposed routes in a draft of a tricycle route plan (TRP) within 30 days from the issuance of the memorandum.<br />
<br />
Councilors from the Municipality of Sibulan and the City of Dumaguete are hoping to strike a win-win solution to the issue of whether tricycles could ply the National Highway connecting Dumaguete and Sibulan.<br />
<br />
In a joint session last Wednesday at the Dumaguete Session Hall, the two legislative bodies created a Technical Working Group to study the matter.<br />

Puerto Princesa Mayor Lucilo Bayron appealed to the DoTr that the city be exempted from the rule.<br />
<br />
City commuters decried the implementation of the trike ban along national roads in Puerto Princesa, pointing out its “inconvenience” to the public.<br />
<br />
Netizens expressed their dismay on the escalating issue after the PNP’s Highway Patrol Group (HPG) and the Land Transportation Office (LTO) started to impose traffic violations against the tricycle on February 6 in the Barangay San Jose area.<br />
<br />
While the law provides that the tricycles may pass by the national highway only when there is no alternate route, the Councilors said the Diversion Road that passes by barangays Magatas in Sibulan, and Camanjac and Pulangtubig in Dumaguete is too circuitous.<br />
<br />
Some tricycle operators were slapped with fines for “obstruction along national highways”, which eventually led to fear for some to traverse the national roads.<br />
<br />
Getting rid of the tricycles along the main roads is a testy problem, both from an urban planning perspective and from a political standpoint.<br />
<br />
On one hand, there is no alternative immediately available for the commuting public if the tricycles are limited only to the secondary roads. The city’s road network system does not offer an easy alternative route that skirts the main roads which tricycles can utilize.<br />

TomTom, an independent location technology specialist, released its Traffic Index for 2019 on Wednesday, January 29, and noted a global increase in congestion.<br />

While Metro Manila placed second to Bengaluru or Bangalore, India, the two cities had the same congestion level. Only 15 out of the 416 cities had a congestion level of 50% and above.<br />
<br />
The congestion level is equivalent to how much extra time a trip will take compared to the city's baseline uncongested conditions. TomTom calculated the baseline of each city by analyzing free-flow travel times of all vehicles across an entire road network, which is recorded 24/7 daily.<br />
<br />
Manila remains as the world’s worst city for drivers, according to traffic navigation software and application Waze.<br />
<br />
On average, it would take almost five minutes for a motorist to travel one kilometer by car in the Philippine capital.<br />
<br />
At 4.88 minutes per kilometer on the average, Waze said this was the worst globally in terms of traffic.<br />

According to the report, the best day for Metro Manila congestion last year was on April 19, Good Friday. The day had the lowest average daily congestion at 0 percent. Meanwhile, the worst day for Metro Manila traffic in 2019 was on August 16, a Friday.<br />

TomTom also bared that Friday has the worst rush hour from 6 to 7 p.m.<br />

“Travelling after 7 p.m. on Friday could save you up to 5 hours per year (for a 30-minute commute),” the report said.<br />

Another cause of heavy traffic in the cities is the increase of the purchasing power of most people in Metro Manila. According to Euromonitor’s Consumer Lifestyles in the Philippines (2015), young professionals in the Metro tend to buy small cars such as Toyota Wigo, Mitsubishi Mirage, and Honda Jazz that adds to road congestion. This is due to the affordability of the said cars, which gives them reason not to use public transport.<br />

The congestion of vehicles on the road is not entirely unhealthy for the society. In a more specific viewpoint, the congestion between vehicles within a particular region, allows the circulation of other vehicles. Congestion occurs inevitably in highly urbanized sectors where the ratio between the population of people and the given area is not proportional and when the demand is high. In some cases, it is even desirable up to a certain point since getting rid of it imposes higher costs than allowing it to persist. The main social effects that occur due to the congestion of vehicles are namely: wasting of time (non-productivity; opportunity cost), delays, frustrated drivers/motorists/passengers, encouraging road rage.<br />

There are two topics that I can think of with very strong staying power in the media—the Good Conduct Time Allowance (GCTA) and the discussions on public transportation coupled with the EDSA traffic.<br />
<br />
Another story that has stayed in the news is the traffic mess, particularly in EDSA and in the entire Metro Manila, in general. The traffic situation is tightly related to the various issues of public transportation.<br />
<br />
A famous line in movies is the outburst of Albert Finney’s character in “Network”—“I am mad as hell, and I’m not going to take it anymore.” Being stuck in Edsa’s horrendous traffic jam tempts one to burst into an Albert Finney moment.<br />
<br />
Edsa is one reason Metro Manila is the ugly duckling of Asia and a blot in urban management over the decades since its completion in the early 80s.<br />
<br />
This 23.8-kilometer long circumferential road, albeit the most important of the capital, is one of its most congested, chaotic, noisy, ugly and polluted in the Philippines that contributes to immense economic and social cost.<br />
<br />
Completed 50 years after it was started in the 1930s as a highway, Edsa links the NLEx and SLEx (North and South Luzon expressways) and traverses five cities. Following rapid and uncontrolled urbanization, Edsa has evolved into an avenue with high density establishments along its route.<br />
<br />
With the management of Edsa following the car-centric American model instead of mass transit-oriented European model, about 370,000 vehicles, two-thirds of which are private, use it daily. With its design capacity overwhelmed, Edsa has become a very inefficient traffic corridor despite almost the entire right-of-way being allocated for motorized traffic and engineering refinements introduced in late 1980s.<br />
<br />
The EDSA Revolution certainly did not set out to be a revolution. As is well known, some military officers tried to pre-empt their arrest by the regime by occupying Camp Aguinaldo and then Camp Crame and appealed for public support. It became revolutionary in its execution through a mustering of the people by the hundreds of thousands in a popular and peaceful protest.<br />

The outcome was less revolutionary. The dictator was overthrown and his regime met its ignominious end. However, the same extractive and suppressive institutions were maintained. The powers-that-be simply ensured that their class interests prevailed. A rare historical opportunity was squandered in transforming the existing social order toward a more equitable society. When the heady afterglow of EDSA faded many of the corrupt officials of the previous regime were rehabilitated and oligopolies restored and the oligarchic structure was maintained. There would also be a new group of favored businessmen and politicians that essentially maintained the system of vested political interests, dynasties, and powerful clans. There had been no structural transformation of the Philippine economy to empower ordinary citizens to participate actively and benefit equitably from the fruits of development.<br />
<br />
When it took interminable hours to untangle traffic gridlock on Edsa and elsewhere, the Management Association of the Philippines (MAP) unveiled a holistic traffic and transportation plan for Metro Manila.<br />
<br />
Included in the plan was the “Edsa Dream Plan” to address the dysfunctional mass transportation system, severe traffic congestion, air pollution, lack of pedestrian space and greeneries. This dream plan applied universal practices in urban road space planning and mass transportation system.The plan calls for a paradigm shift in urban street engineering and transportation planning. Decongestion through efficient and space-saving mass transit system coupled with more equitable sharing of the Edsa road space to satisfy community rights are the key strategies of the plan. Edsa is a vital community resource that must be used efficiently and shared in an inclusive manner with road space distributed among stakeholders to achieve urban justice where both mobility and community rights are well served.The main strategy is to optimize use of the Edsa road space to open up space for pedestrians and the greening of Edsa. Optimization is sought to be achieved by employing high capacity transit systems to efficiently move commuters with the least number of vehicles, to minimize the use of road space. Arguably, a rail-based train with multiple coaches is the most efficient people mover used by cities the world over.The MAP plan calls for maintaining the existing overhead MRT 3 light train line and complementing it with a high-capacity subway line with heavy trains. These two train lines are envisioned to form the backbone of the transportation system on Edsa that could accommodate passenger demand well into the future. This system may be complemented with park-and-ride facilities for motorists to leave their vehicle and take public transit to the inner city. With this mass transit system in place, less road space will be needed and the excess space can be made available for nontransport use such as sidewalk widening and bicycle lane at the ground level.<br />

At the policy level, he suggests car-pooling during rush hour, continuing with the jeepney modernization, re-rationalizing franchises of all public utility vehicles, and even the relocation of government agencies to Clark.<br />

But there are other things to consider, such as the financing of these infrastructures. While it is relatively easier to borrow money, we also need to worry about repaying those loans. Certainly, we do not want the economy saddled with debt servicing in the future.<br />

For all its challenges, the Philippines is well past the major governance upheavals of the past decades that hobbled economic growth then. Stability and good governance are vital in fostering conditions conducive to respectable and sustainable economic growth of the country. The nation though needs to be vigilant in voting wisely as retrogression in good governance can easily plunge again the country in a renewed crisis – just look at Thailand. Memories are frail while a new generation has no memory at all of the Martial Law years. SMC president Ramon Ang said on Wednesday that the food, drinks and infrastructure conglomerate planned to build a 10-lane elevated expressway made of steel that would run the length of Edsa.<br />

Said the elevated tollway can be completed within 24 to 30 months. It will stretch from Macapagal Avenue in Pasay City to Samson Road in Caloocan, or EDSA-Balintawak<br />

Edsa is a 24-kilometer circumferential road that connects Caloocan, Quezon City, San Juan, Mandaluyong, Makati and Pasay. It also links Metro Manila’s business districts—the Ortigas Center, Makati and Bonifacio Global City.<br />

The high volume of vehicles and inefficient mass transit systems also make Edsa the site of frequent multihour traffic jams.<br />

he Metropolitan Manila Development Authority (MMDA) earlier estimated the daily volume of cars on Edsa at 385,000, much higher than the highway’s capacity of 240,000 a day.<br />

Last month, President Duterte said letting Edsa “rot” was fine with him after failing to get special powers from Congress to solve urban congestion.<br />

Ramon Ang also mentioned that the proposed elevated expressway can be completed within 24 to 30 months with the use of steel for faster construction. As for the toll, the 65-year old entrepreneur said that the expressway might charge motorists Php 150 or Php 200.<br />

In addition, there could also be a two-lane bus rapid transit system that can ferry about 300 passengers per. “Each bus rapid transit can carry about 300 passengers. This means it can carry 1.5 million passengers a day,” added Ang.<br />

While building another elevated roadway along EDSA might mean more traffic during its construction, the benefits it could have may be worth it. Imagine being able to travel from North EDSA all the way to Makati or further south in maybe as little as 20 – 30 minutes.<br />

The most difficult problems—such as the EDSA traffic—sometimes need extreme ideas to solve them. At this point, the Metropolitan Manila Development Authority (MMDA) seems to remain open to any suggestion.<br />

Even with an encyclopedic knowledge of short cuts or aggressive driving such as blasting their horns or bumping unyielding vehicles, it is not always enough to arrive in time.<br />
<br />
The MMDA entertained a proposal for a one-way scheme on EDSA and C5 to solve the metro’s traffic woes. Now, agency spokesperson Celine Pialago notified us that a ‘vehicular brand reduction program’ will be presented to the MMDA on Monday, September 2, 2019.<br />
<br />
What can government do about people dying in ambulances because of Metro Manila’s infamous traffic jams? Presidential Spokesman Salvador Panelo suggested the use of choppers to airlift patients. But why did they do that?<br />
<br />
Panelo said government hospitals can ask the Philippine military to let them use their choppers for such emergency situations.<br />
<br />
It’s one of the ways government can be “creative” in dealing with the literally deadly traffic nightmare in the megacity while the Duterte government does not have emergency powers over the situation.<br />

President Rodrigo Duterte said in a televised news conference that Undersecretary Nicanor Faeldon of the Bureau of Corrections would immediately resign for disobeying his order to halt the releases of convicted prisoners under the 2014 law. Officials are now demanding a review of the "Good Conduct Time Allowance" law.<br />

Prison officials will be investigated by a special anti-corruption prosecutor called the Ombudsman in connection with the massive releases of convicts, Duterte said. A Senate Blue Ribbon committee has opened a formal inquiry into the releases.<br />
<br />
Duterte ordered at least 1,700 prisoners who have been freed since the law took effect to surrender in 15 days, either for a re-computation of their jail time or for investigations to determine if they paid their way to freedom in corrupt deals with prison officials.<br />
<br />
During the second Senate hearing on the implementation of a law increasing good conduct time allowance for prisoners, Lacson pointed out that Faeldon’s statements regarding his involvement in the now canceled release of Sanchez was confusing and inconsistent.<br />
<br />
“Obviously he is lying or he was lying yesterday. He is lying today… There is no logical conclusion except that he is not telling the truth,” said by Sen. Lacson.<br />

Lacson quizzed Faeldon on why he signed a memorandum that effectively approved Sanchez’s release order and canceled the same on August 20.<br />

But Faeldon insisted it was not a release order but just a "memorandum of release" that should have started the processing of Sanchez. Faeldon then said he himself recalled the memorandum.<br />

National police chief Gen. Oscar Albayalde ordered the deployment of police to track down the convicts, who police said in a statement "will be treated as fugitives if they choose not to surrender."<br />

The releases sparked an outcry after it was reported that one of the convicts being considered for freedom was former Mayor Antonio Sanchez, who was convicted in 1995 in the killings of two university students. One was gang raped and then shot.<br />

The Philippines has earned P11.9 billion in offshore gaming revenues since 2016, when several online gaming companies opened shop in the country after China banned all electronic casinos from operating in the mainland.<br />

There are already warnings that the crackdown is coming. China within the last week has aired pointed “concerns” over reports that Chinese workers are being exploited in POGO businesses.<br />

Malacañang has handled that topic in completely the wrong way, recommending that any complaints ought to be filed through normal legal channels for labor issues here. This amounts to the administratio n shooting itself in the foot, because what this has done, in effect, is tacitly accept Philippine responsibility for a wholly Chinese problem.<br />

That just makes it easier for China to carry out a crackdown, because it shortcuts the development of the technical problems of regulated online gaming; China can simply pull the plug based on unacceptable working conditions, and blame the Philippines in the process. Once upon a time there was a farmer named Eduardo and a haciendera named Saturnina. Eduardo lived with the northern families while Saturnina lived with the Southerners. One day during a town fiesta, Eduardo met Saturnina and the two fell in love instantly. They met in secret for fear of getting caught by Saturnina’s strict parents. Because of this, the only time they could be together is when Saturnina ventures to the North for her studies escorted in secret by Eduardo and when Eduardo goes south to sell his produce, accompanied by Saturnina in disguise. One day, Saturnina got caught while she was up north and was summoned to go back south. Eduardo knew they’d never see each other again, so he wished that their journey south would take as long as a lifetime so that they can be together forever. A diwata heard Eduardo’s wish and felt bad for him. With one enchantment, the Diwata cast a spell on the road so that they can keep moving to their destination forever in each other’s company. Eduardo and Saturnina never reached the south. Some say that Eduardo and Saturnina are still traveling the road, which people renamed after the two – the Eduardo Saturnina road which was later shortened to EDSA – forever bearing the enchantment that anybody travelling there will take forever to get to their destination – a symbol of Eduardo and Saturnina’s unmoving and unending love for each other.<br />

That is why, some nights you will still hear the cries of Saturnina’s family in anguish when traveling that very same road. “Hayop ka EDSA, gumalaw ka naman!”<br />

Buses coming from the provinces are no longer allowed to ply <a href="http://epifaniodelossantos.blogspot.com/2018/08/how-to-beat-horrific-edsa-traffic.html">EDSA</a> during the rush hours starting August 15, the Metropolitan Manila Development Authority (MMDA) announced.<br />

Under the proposed scheme, buses coming from the north shall end their route in Cubao, Quezon City while those coming from the south shall end their route in Pasay City.<br />

Valenzuela City Mayor Rex Gatchalian joined MMDA and Land Transportation and Regulatory Board (LTFRB) officials at the inspection of Valenzuela Interim Terminal to assess if it can operate as a station for provincial buses starting August 15.<br />
<br />
The policy takes effect during “rush hours” or from 7 a.m. to 10 a.m. and from 6 p.m. until 9 p.m. from Monday to Friday. Violators will be slapped with a P2,000 fine.<br />
<br />
Garcia said the five-hectare terminal in Valenzuela City has yet to comply with the Land Transportation Franchising and Regulatory Board (LTFRB) requirement, including the installation of waiting sheds, comfort rooms, and walkways, among others, before provincial buses can fully utilize the facility.<br />
<br />
Once operational, provincial buses coming from the north can drop off their passengers inside the terminal located on Paso de Blas Road where Metro Manila-bound commuters can transfer to city buses.<br />
<br />
Among these are the establishment of designated areas for provincial and city buses; management of queues for jeepneys, buses and UV Express vans that share the terminal; and completion of waiting sheds for passengers.<br />
<br />
Nevertheless, the MMDA will still implement on August 15 the ban of provincial buses on EDSA during rush hours.<br />
<br />

The<a href="http://epifaniodelossantos.blogspot.com/2018/07/epifanio-de-los-santos-avenue.html"> Epifanio de los Santos Avenue</a> is the main thoroughfare in Metro manila passing through six of the capital's 17 local government units. This includes the Santolan and Socorro districts, where the twin military bases of Camp Rafael Crame and Camp Aguinaldo, are located. Since it was the Martial Law, it was also where Marcos' main line of defense lies.<br />
<br />
The 24-kilometer long Avenue, however, wasn't always called EDSA. It went through a long of history of changed names:<br />
<br />
<b>1) North-South Circumferential Road</b><br />
Construction of what was intended to be a two-way highway started in the 1930s, during the term of President Manuel L. Quezon, and ended in 1940. The team was led by engineers Florencio Moreno and Osmundo Monsod.<br />
<br />
The road started from the North Diversion Road (today the North Luzon Expressway) and ended at the current Magallanes Interchange of the South Luzon Expressway, thus the North-South in its original name.<br />
<br />
<b>2) Avenida 19 de Junio</b><br />
After the independence of the Philippines from the American occupation (1946), the road was renamed Avenida 19 de Junio to commemorate the birthday of Philippine hero Jose Rizal.<br />
<br />
<b>3) Highway 54</b><br />
It was again renamed by American administrators in the 1950s to Highway 54 because of the common misconception that the avenue stretches to 54 kilometers in length. The real measure is actually 30 kilometers less.<br />
<b><br /></b>
<b>4) <a href="http://epifaniodelossantos.blogspot.com/2018/07/epifanio-de-los-santos-avenue.html">Epifanio de los Santos Avenue</a></b><br />
By virtue of Republic Act 2140 in 1959, the road was renamed to honor Filipino intellectual and historian Epifanio de los Santos. Former Senate President Eulogio Rodriguez Sr. started this movement, and upon his death, Atty. Juan Francisco Sumulong completed the campaign. Besides NHCP, groups that approved of the name change included the Philippine Historical Association, the Philippine Library Association, and the Philippine National Historical Society.<br />
<br />
Epifanio de los Santos or "Don Panyong" (1871-1928) was often regarded as the greatest Filipino genius after Rizal. Noted historian Gregorio Zaide described him as a rare genius because of his encyclopedic knowledge. He was a scholar, lawyer, historian, journalist, jurist, philosopher, bibliophile, biographer, philologist, painter, poet, musician, literary critic, politician, librarian, biographer, translator, linguist, researcher, and philanthropist. He wasn't only fluent in Spanish, English, French, and German but also has excellent command in Philippine languages like Ibaloi, Tingian, and Ita.<br />
<br />
Despite being one of the best Filipino writers in Spanish and being the first Filipino to become a member of the Spanish Royal Academy of Language, Literature, and History in Madrid, he wrote extensively in Tagalog. He was a member of the Samahan ng mga Mananagalog, which was founded by Felipe Calderon.<br />
<br />
He championed Philippine independence through journalism and became the associate editor of the influential revolutionary paper, La Independencia, in 1898. He also co-founded patriotic publications like La Libertad, El Renacimienta, La Democracia, and La Patria.<br />
<br />
De los Santos also served as a member of the Malolos Congress. He was the first governor of Nueva Ecija in 1902 and again in 1904. He was then appointed provincial fiscal of Bulacan and Bataan. Quezon may be disappointed that Edsa did not turn out to be the most beautiful in the country, but it remains the longest—from Caloocan at its northernmost end, passing by Quezon City, Mandaluyong and Makati, to its southernmost end in Pasay.<br />

The story about its name that I first heard in the board of the National Historical Institute three decades ago was that, the government wanted to rename Highway 54 in honor of a Filipino historian. But the most eminent ones at the time, like Teodoro A. Agoncillo, Gregorio Zaide and Horacio de la Costa, were ineligible because they were still alive. With an unwritten rule that streets can only be named after dead people, it became Epifanio de los Santos Avenue.<br />
<br />
This is, in fact, fake news, because the real contenders were US General Douglas “I shall return” MacArthur, and the much loved Ramon Magsaysay, who died in a plane crash in 1957. Then there was Jose Rizal, who already had a surplus of streets named after him. Still, the Caballeros de Rizal proposed that Highway 54 be renamed “19 de Junio” to mark the National Hero’s birthday. It could not have been “12 de Junio,” the date of the 1898 declaration of Independence in Kawit, because, at the time, Philippine Independence Day was celebrated on July 4, as in the United States, until Diosdado Macapagal moved it to June 12 in 1962.<br />
<br />
Eulogio Rodriguez Jr. was the first to propose Edsa with House Bill 2832, on the grounds that the street passed through the province of Rizal and should honor an illustrious son of the province. Unfortunately, the Rodriguez bill did not prosper and the proponent passed away. Under a new Congress, the initiative was taken up by Nacionalista Party member F. Sumulong and the Liberal Party’s Benedicto Padillo. The Sumulong bill was filed, first supported by the Philippines Historical Committee, the Philippine Historical Association, the Philippine National Historical Society, the Philippine Library Association, the Association of University and College Professors, etc. Other resolutions of support were passed by Quezon City in 1954, Pasay in 1955, and Makati in 1958. Politicians in Caloocan and Mandaluyong could not make up their minds and abstained.<br />

Sumulong’s bill was unanimously approved by both the House of Representatives and the Senate, and was signed into law by President Garcia as Republic Act No. 2140—“changing the name of Highway 54 in the province of Rizal to Epifanio de los Santos Avenue in honor of Don Epifanio de los Santos, A [foremost] Filipino Scholar, Jurist and Historian [of his time]”—on April 7, 1959, birthday of Don Panyong.<br />
<br />
It is sad that Epifanio de los Santos is all but unknown to millennials today. He was a man described by contemporaries as the most learned man of his time, the best guitar player of his time, and the most eminent collector, writer, critic, historian and director of the National Library of his time.<br />
